A sidewalk survey is a measured inspection of the walkway in front of a property, written up against the standard the city applies. In Oakland that standard is plain: any crack or vertical offset of more than 1/4 inch is a defect. The survey tells you exactly what has to be fixed before a sale or a permit goes through.
What is an Oakland sidewalk compliance certificate?
It is the City's sign off that the sidewalk in front of a property meets the standard. Oakland created it through Ordinance No. 13549, adopted on July 9, 2019, which added section 12.04.380 to the Municipal Code. The certificate comes from the City, not from a contractor. Our part is the survey, the repair work and the paperwork that gets the frontage to a state the City will pass.
That distinction matters when you are choosing who to hire. Anybody who tells you they can issue the certificate themselves has the process wrong. What a contractor can do is measure the frontage against the City's own standard, fix what fails, and hand you a written record of both.
What triggers the certificate?
Two things. The City states that you must repair your sidewalk if you are buying or selling the property, or if you are performing a renovation valued at more than $100,000. So a listing, a purchase and a large remodel all land in the same place: someone has to look at the sidewalk before the paperwork closes.
The second trigger catches people by surprise. A kitchen and bath remodel that crosses the $100,000 line brings the frontage into scope even though nobody is moving house. General contractors running that size of job in Oakland tend to find this out late, which is the worst time to find it out.
What we check on a sidewalk survey
We walk the full frontage, not just the part somebody complained about. Every vertical offset gets measured at its highest point. Cracks get recorded by length and width. We note sunken and rocking panels, the condition of the curb and gutter, driveway approaches, and any street tree whose roots explain what we are looking at.
Cause matters as much as condition. Whether a City tree lifted a panel changes who is responsible for it in several of the cities we work in, so the survey records what moved the concrete rather than only that it moved. A note like that can save an owner real money.
What the written report gives you
A list of defects with measurements, photographs of each one, and the recommended method for each: grind, saw cut and partial replacement, or full panel replacement. Then a price for the work, broken out so you can see what is required and what is optional. It reads in plain language, because the people who use it are usually not builders.
That report is also a record. If a claim or a dispute follows later, a dated survey showing the frontage was measured and acted on is worth having. Boards, managers and sellers all use it for the same reason.
For sellers, buyers, listing agents and escrow officers
A sidewalk issue found late is a closing problem, not a construction problem. Listing agents who order the survey when the photos are taken almost never have a sidewalk delay. Buyers use the same report to understand what they are inheriting, and escrow officers use it to hold the right number rather than a guess.

Does a survey guarantee the City will sign off?
No, and be careful of anyone who promises that. The City makes its own determination. What a survey does is remove the guesswork: it measures the frontage against the published standard, so the work you pay for is the work that standard calls for. In practice that is what turns a sidewalk from an unknown into a line item.

Often yes, but the permit is the part that sets the pace, not the concrete. Grinding needs no cure time at all. Panel replacement needs demolition, a pour and cure time on top of the permit. Call as soon as the sidewalk comes up rather than after the inspection report lands, and we will tell you honestly what fits the window.
What if the survey finds nothing wrong?
Then you get a written, dated record that says so, with the measurements and photographs behind it. That is a useful document in its own right for a listing file, a board packet or an insurance conversation. We would rather hand you a clean report than invent work, and we say so plainly when a frontage is in good shape.
Can the survey show that a city tree caused the damage?
It can record the evidence: the tree, its position, the root path and the way the panel lifted. Who owns the tree and what the city does about it varies from city to city, and the city makes that call, not us. But an owner arguing the point is far better off with dated photographs and measurements than with a memory.
