Sidewalk Repair

Sidewalk repair means taking out the broken or lifted concrete and pouring a new panel that sits flat and safe. In Oakland, any crack or vertical offset of more than 1/4 inch counts as a defect, and a Notice to Repair gives you 30 days. We measure, permit, remove and pour.

What does a sidewalk repair actually involve?

A repair replaces concrete, not just the surface. We saw cut the panel back to a clean joint, break out the old slab, dig and compact the base, set forms, and pour to the grade of the panels on either side. Roots are cut back only where the rules allow, and the base is rebuilt so the new panel has something solid under it.

Small lips are a different job. A vertical offset under about an inch can often be ground down instead, which is faster and cheaper. That work lives on our trip hazard removal page, and the honest answer on any frontage is that we measure before we tell you which one you need.

Who has to pay for sidewalk repair in California?

The owner of the property in front of the sidewalk, in nearly every case. California Streets and Highways Code section 5610 says owners of lots fronting a public street shall keep the sidewalk in a condition that will not endanger people or property. The one carve out in the code is a condition created by someone else under a permit or a right granted by law.

Liability is a separate question and it is worth getting right. Under the California courts' Sidewalk Accident Decisions rule, the owner in front is not automatically liable to a pedestrian who trips, unless the owner created the defect. A city can change that with its own ordinance. Oakland did in 2019, and Hayward did the same effective December 18, 2025.

So read the two together. The repair duty comes from state law and it applies whether or not anyone has fallen. Whether a fall becomes your problem is set by your own city. You can read section 5610 in full on the California legislative information site.

Should a sidewalk panel be repaired or replaced?

Replace when the panel is cracked through, sunken, or lifted more than an inch or so. Grind or repair when the concrete is sound and only the joint has moved. Patching a broken slab is the most common waste of money in this trade, because the patch moves with the piece it is stuck to and the lip comes back.

Root pressure changes the answer again. If a tree lifted the panel and the root is still under it, a like for like pour lifts again. We either rebuild the base with room for the root or set the panel layout so the root runs under a joint instead of the middle of a slab.

Sidewalk repair permits in Oakland

Oakland requires a Sidewalk Permit for repairs larger than 25 square feet, and the City states that a licensed contractor should perform all other repairs. Oakland's own page lists a typical permit at $433 for less than 200 square feet, plus about $0.93 per additional square foot, and the City asks you to verify permit fees with its Permit Counter.

There is one break worth knowing. When a City tree caused the damage, the City still requires the permit but waives its cost. How a sidewalk repair job runs

We start with a measurement, not a guess. We record the offset at its highest point, count the panels, photograph the frontage and work out what caused the damage. Then you get a written scope and a price. Once you approve it, we file the permit, schedule the saw cutting and demolition, and set a pour date.

How long does a sidewalk repair take?

The concrete is the fast part. Most residential frontages are cut, broken out, formed and poured inside a day or two. The schedule is set by the permit and the weather, not by the pour. In Oakland a Notice to Repair gives you 30 days, and that window has to cover the measurement, the permit and the crew, which is why the first phone call matters more than the last one.

Concrete also needs time before it takes weight. Foot traffic usually goes back on within a day or two, and vehicles wait longer. We give you the real number for your pour before we leave, because a walkway used too early is a callback nobody wants.
