The Hayward City Council amended the City's Maintenance and Repair of Sidewalks Ordinance on November 18, 2025, effective December 18, 2025, and the City states the amendment makes clear that maintenance and repair of sidewalks is the responsibility of adjacent property owners under state law.
The City also works through a district rotation. Hayward Public Works staff evaluate each of the City's 10 sidewalk districts annually for potentially unsafe conditions, and select two districts for repair under the annual Capital Improvement Program. With 10 districts and two done a year, a given frontage comes up roughly once every five years, and the letters land on a whole district at once, which is exactly when local contractor availability tightens.
For residential property in a selected district the City puts a flat number on the table. Owners next to an identified hazard are notified and given a choice: have the City perform the work at a cost of $550 per property, or have their own licensed contractor do it. That $550 is flat rather than measured, so a private bid either beats it or clearly out-scopes it.
Commercial and multi-family owners get no such number. Hayward gives those owners the choice of reimbursing the City for the full cost of the construction or doing the work themselves, so competitive bidding is the only lever left. On a long or badly broken frontage it may only cover part of what the walk actually needs. Probably not.
