We work out of Oakland and cross the Bay Bridge for San Francisco jobs. San Francisco Public Works runs the Sidewalk Inspection and Repair Program, known as SIRP, and under it every city sidewalk is inspected on a 25 year cycle. A frontage nobody has written up is still on a clock. When the block's turn arrives, every defect along it is recorded in one pass.
The order is not random. The SIRP inspector surveys sidewalks based on pedestrian usage and proximity to Muni routes, hospitals and schools, under Public Works Order 178,884. A commercial frontage on one of those corridors gets looked at ahead of a quiet residential block, so managers and owners there should plan for a notice before their neighbours get one.
A San Francisco Notice to Repair states the total square footage or linear footage to be repaired and the permits needed, and Public Works states that work must be commenced within 30 days of the Notice to Repair date. That clock runs from the notice, not from the day a permit is issued, so the permit application belongs in the first week. Small lips can often go to grinding rather than replacement.
Scope sets the licensing bar here. Where the work also touches the curb, gutter or roadway, Public Works requires the owner to hire a California State Licensed Contractor, A or C-8, carrying a $25,000 City Street Excavation Bond before a Street Improvement permit can be applied for, and states a permit cannot be processed without one. Settle the curb question before pricing the panel work.

The work still happens, just not on your terms. Public Works states that if the owner does not complete the repair, the City is entitled to perform it and invoice the property owner for the cost of inspection and abatement. So waiting adds the City's inspection and abatement charges on top of the concrete. Doing it inside the notice window is normally the cheapest version.
Only on minor defects, and only with an inspector's approval. Public Works allows self repair under DPW Order 177,526 without a permit where the defects are minor and an inspector signs off. The work is then re-inspected, and Public Works states that if the repairs are deemed unacceptable the damaged section will be replaced and an invoice sent to the owner. It is a one shot route.
Usually yes. A sidewalk only replacement generally goes on a sidewalk repair permit, and your Notice to Repair itself states which permits the work needs. Once the scope reaches curb, gutter or roadway it becomes a Street Improvement permit with the bonded contractor requirement attached. There is one worth asking about. Property owners who qualify under economic hardship may apply to Public Works for a deferred payment plan of up to $5,000 on SIRP repair costs. That cap matters on a long frontage, because anything above it is due on the normal schedule. It is also why we break a large scope into what must be done now and what can follow.
