Most sidewalk repair starts with a letter from the city. A city inspector writes up the frontage, a deadline lands in the mail, and the owner has to turn that letter into finished concrete. We measure the offset, price the panels, pull the permit and pour. If you are selling, we can also survey the frontage and document what the city will look for before your escrow date arrives.

The same grinders that take a lip off a sidewalk also finish a floor. We polish concrete slabs to a hard, low maintenance surface, and we coat floors in epoxy where a shop, a garage or a warehouse needs something that shrugs off oil and wheels. BA Sidewalk Restoration is a licensed concrete contractor serving Oakland, CA and San Francisco, Berkeley, San Leandro, Hayward and Fremont. We repair and replace sidewalk panels, remove concrete trip hazards, survey frontage before a sale, and polish and coat concrete floors. Oakland has about 1,100 miles of sidewalk and roughly $1 million a year budgeted for it, and the City limits that money to City tree damage and City facilities.
That is why most Oakland repairs land on the property owner. California Streets and Highways Code section 5610 makes the owner of the lot in front of a sidewalk responsible for keeping it repaired. If the City sends you a Notice to Repair, the City's own page says you must repair the sidewalk within 30 days. Oakland also counts any crack or vertical offset of more than 1/4 inch as a defect.
Being liable when someone trips is a separate question from having to repair the walk. Under the California courts' Sidewalk Accident Decisions rule, the owner in front is not automatically liable to an injured pedestrian unless the owner created the defect. A city can change that with its own ordinance, and Oakland did in 2019. Hayward did the same with an amendment effective December 18, 2025.
Oakland Ordinance 13549 adds one more trigger. You must repair your sidewalk if you are buying or selling the property, or if you are doing a renovation valued at more than $100,000. A permit is required for repairs larger than 25 square feet. That clock covers measuring, pricing, the permit and the concrete, so the first week matters most. Over 25 square feet, yes. The City requires a Sidewalk Permit for repairs larger than that. Oakland's own page lists a typical permit at $433 for less than 200 square feet, plus about $0.93 per additional square foot, and asks you to verify permit fees with the City's Permit Counter. If a City tree caused the damage, the City waives the permit cost.
